Pilot success gates
CARE advances only if a controlled, non-live benchmark shows:
- lower time to a correct incident card;
- no unacceptable increase in missed or false dispatch;
- equal or better performance across tested populations and acoustic conditions;
- safe human takeover and failover;
- correct resource eligibility and escalation;
- complete evidence traceability;
- favorable operator workload and usability results.
No live autonomous dispatch is authorized by this document.
