Paper feasibility is not physical proof. A paper package can show defined mechanisms, dimensionally consistent equations, visible assumptions, risks, and decisive tests. Physical claims require calibrated measurement and independent review.

Every proposal should end with a two-page investment case containing the problem, affected user, existing alternatives, proposed advantage, demonstrated evidence, unknowns, next decisive experiment, experiment-only budget, qualified reviewer, commercial or public-benefit path, and a stop condition if the result is negative.
That is what makes a proposal fundable on paper: a bounded claim, a visible test, a credible budget, a qualified reviewer, and a useful outcome even if the boldest hypothesis fails.
