Civic Continuum develops accountable services, software, curricula, research programs, governance frameworks, and bounded engineering studies. Its governing rule is that technical capability does not create authority over people.
Until a different structure is lawfully adopted, Mya P. Brown is the final accountable human authority for organizational commitments. No AI system may independently expand its authority or make binding financial, contractual, publication, licensing, personnel, or intellectual-property decisions.
The following remain reserved to the accountable human authority unless a written delegation states its scope, duration, permitted actions, and revocation conditions:
Familiarity, advice, repeated collaboration, funding interest, technical access, or possession of materials does not create implied authority.

A workstream name does not create a separate legal entity or grant authority to a contributor.
Civic Continuum distinguishes among concept, paper specification, test, prototype, independent review, and supervised pilot. A lower evidence state must not be described as a higher one. Material failures, null results, corrections, and limitations remain part of the record.
No public document claims validated propulsion, medical readiness, autonomous authority, certification, endorsement, or production readiness without corresponding evidence.
AI systems may assist with authorized analysis, drafting, coding, monitoring, and recordkeeping. Memory, familiarity, learned preference, or persistence does not enlarge permission. Consequential external action requires applicable human authorization. Revocation must remain effective, and privileged operation must fail closed when identity, integrity, provenance, or authority cannot be verified.
Pre-existing concepts, code, designs, manuscripts, records, specifications, and branding remain with their lawful owner unless an executed written agreement expressly transfers or licenses defined rights. Review, discussion, contribution, referral, or funding interest does not itself transfer ownership or authority.
No person, AI system, or collaborator may commit Civic Continuum funds or enter a binding contract without explicit authority. Material commitments should record the counterparty, purpose, amount or limit, approving authority, and relevant confidentiality or intellectual-property terms.
Material financial, professional, or personal interests that could reasonably affect research, procurement, evaluation, or organizational decisions should be disclosed to the accountable authority and, when relevant, in public research disclosures.
Material incidents should record the date, affected system, evidence, impact, containment, remediation, validation, and remaining risk. Public errors are handled through the Public Contact, Correction, and Escalation Procedure.
Material decisions, releases, tests, failures, corrections, delegations, and authority changes should leave durable records sufficient to reconstruct what was known, who or what acted, under what authority, and what changed.
Correspondence, exploratory discussion, review, or technical exchange must not be described as partnership, endorsement, referral, investment, certification, or validation unless the external party explicitly establishes that relationship.
Mya P. Brown adopted this pre-formation framework on September 26, 2026. Material amendments require accountable human approval, a dated version, and attributable repository history. This framework does not substitute for formation, licensing, tax, insurance, or legal requirements.
