Independent-verification boundary

An outsider can independently reach the domain, inspect HTTPS, use the official contact channel, and review the published governance and repository history. Formal Washington registration, UBI, and business-license records cannot be independently verified because those steps remain incomplete. Civic Continuum will not tell Dr. Thomas Ainsworth or any other reviewer that all three requested gates are complete until those public records exist and the outsider-verification test passes.
